Quebec prioritizes applications for obtaining temporary work permits in a certain number of professions, especially upon request during a coronavirus.
The government also waived the minimum employment requirements for 23 of the 24 priority careers. Usually, employers in Quebec must prove that they have tried to fill vacancies with local workers as part of the LMIA.

The district eliminates employment requirements and prioritizes the following occupations as of June 10:
- Registered nurses and registered psychiatric nurses
- Specialist doctors
- General practitioners and family physicians
- Relevant primary health care practitioners
- pharmacists
- Medical laboratory technicians
- Medical laboratory technicians and pathology aides
- Respiratory therapists, cardiovascular perfusion technicians, and lung and heart technicians
- Other medical technicians and technicians (except dental health)
- Licensed Operations Nurses
- Other technical professions in treatment and evaluation
- Nursing, Staff, and Arrangement Assistants
- Other occupations in support of health services
- Cleaning and cleaning workers - light work
- Butchers, meat cutters and fish dealers - wholesale and retail
- Agricultural services contractors, agricultural supervisors and specialized livestock workers
- Agricultural workers
- Nurseries and plastic houses
- Labor Harvest
- Industrial butcher, meat cutting, poultry processors and related trades
- Workers in fish and seafood processing plants
- Workers in food and beverage processing
- Fish and seafood processing personnel
- Transport truck drivers
LMIA requests must be submitted simultaneously to Service Canada and the Department of Immigration, Verification and Integration (MIFI).
MIFI, Quebec Immigration Department, requires all LMIAs to be submitted in French, except for home support workers.

Quebec employers do not need to acquire LMIA if the temporary foreign worker (TFW) he hires meets the following criteria:
- Holds a valid work permit.
- He holds a Quebec Selection Certificate (CSQ).
- He lives in Quebec.
- Apply for permanent residence under the regular skilled worker program in Quebec.
The temporary foreign worker must belong to one of the following categories:
- He seeks to extend the work permit to his current employer.
- He seeks to renew the work permit with a new employer in Quebec.
- He is a foreign student holding a Post-Graduate Work Permit (PTPD) in Canada and a job offer in the province.
- Obtaining a work permit under the Canada International Experience Program (EIC).
- He seeks to extend the work permit to the current employer.
- He seeks to renew it for a new employer in Quebec.
There are also other instances when employers do not need LMIA presence, according to the Canadian Immigration and Refugee Protection Act.

Employers wishing to hire temporary foreign workers who do not meet the above criteria must follow the regular LMIA process to hire foreign talent in Quebec.
