Assistant City Engineer
Job Type : Full-Time

Duties:
Acts as City Engineer in the absence of the City Engineer.
Exercise all duties, responsibilities and authority as established in the city policies.
Manages program(s) within the Engineering Department as assigned by the City Engineer including but not limited to:
CIP Design Review
Reviews, researches and presents action to City Management, City Boards and City Council regarding the engineering of public improvements.
Ensures that private and public construction is designed and constructed according to City design standards.
Coordinates with the State, County and City Engineers (of adjacent municipalities) where joint jurisdiction or shared rights-of-way are involved (traffic, drainage, etc.).
Recommends revisions to the Design Standards.
Physically inspects sites as needed.
Addresses community and citizen groups to discuss concerns, requests, or to inform them of current standards and projects.
Confers with and advises developers and design consultants regarding infrastructure requirements and city approval processes regarding City requirements.
Administers subdivision regulations related to public improvements.

Engineering services to Capital Improvement Projects
Reviews, researches and recommends action to City Management, City Boards and City Council regarding the engineering of public improvements.
Manages Capital Improvement Projects and provides guidance to Engineering staff on implementation of Capital Improvement Projects and assists with development of Capital Improvement Program as needed.
Provides engineering services to other City departments.
Coordinates with the State, County and City Engineers (of adjacent municipalities) where joint jurisdiction or shared rights-of-way are involved (traffic, drainage, etc.).
Conducts special engineering studies and supervises the selection of professional services consultants.
Addresses community and citizen groups to discuss concerns, requests, or to inform them of current standards and projects.
Manages City field inspection staff to ensure City CIP projects as well as 3rd party developer infrastructure projects have adequate inspection oversight, coordination of QA/QC field testing laboratories, and overall acceptance of the projects to ensure they meet the City design standards.

 - Minimum Qualifications:
Formal Education
Bachelor's of Science Degree in Civil Engineering or other Engineering disciplines. Master's Degree preferred.
Relatable Work Experience
Minimum of seven years of progressively responsible experience in Engineering, with a minimum of three years' experience in a municipal government. Must have three years of supervisory experience.
Training (License and/or Certifications)
Registered Professional Engineer in the State of Texas or the ability to obtain by reciprocity within twelve (12) months.
Valid Class "C" Texas Driver License

Relatable Work Experience:
Minimum of three years of progressively responsible experience in transportation planning or related discipline.Specifically work with the following systems: GIS mapping, Network Analyst within ArcMap, graphic software applications, and databases.
Prefer an applicant who is proficient in various software packages, including but not limited to Microsoft Office, Microsoft Power BI, SQL, ArcMap, Vissim, Synchro, and Aimsun.
Prefer an applicant who is skilled in writing computer scripts/applications using Python, VBA, GO, C#, or similar to analyze and present data.
Municipal experience is a plus.

Duties: 
Review and/or prepare proposed plans and specifications for new or replacement equipment. Make recommendations for improvement to existing equipment and facilities. Repair and maintain all facility electrical wiring and fixtures in accordance with blueprints, manuals, and building codes using appropriate hand and Electrician's tools. Install and repair electrical fixtures, apparatus and control equipment. Repair and maintains major equipment such as motors, generators and electrical control systems. Test defective equipment to determine the cause of malfunction or failure using standard electrical test equipment. Inspects circuits and wiring for shielding, grounding and repairs. Rewire plant equipment systems according to state building codes and safety regulations. Adjusts, calibrates, and repairs electrical-pneumatic control systems; Inspects electrical-pneumatic systems for emergency repairs; Reports and logs all findings for review by Operations Manager. Plan and prepare layout of new wiring installations. Work may involve evening, weekends, holidays, and overtime. Required to work as an essential employee before, during and after an emergency or disaster. Performs other duties and responsibilities as assigned by the Public Works Management Team. 

Minimum Qualifications: 
Required: High School Diploma or GED. Three years of experience as a Commercial or Industrial Journeyman Electrician or Licensed Maintenance Electrician required. License/Certification: Valid Class "C" Texas Driver's License required. Valid Texas CDL or the ability to obtain within one year of employment. Licensed Electrician required. C Ground Water license desired or should be obtained within 2 years of employment. Class II Wastewater desired or should be obtained within two years of employment. Preferred: Experience developing and creating reports using MS Word and Excel preferred. Knowledge of National Electrical Codes strongly preferred.

Facilities Services Manager

Duties:
In addition, this position will manage the repair and maintenance of the City's public buildings and systems, including structural, mechanical, electrical, plumbing, security/life safety, and lighting. Manage the approved budget and contracts to ensure compliance. Provide overall project management and coordination with architectural/engineering professionals. Make periodic on-site inspections to ensure construction and repair/maintenance is proceeding properly.
Responsible for the hiring, development and training of divisional personnel and providing annual evaluations on schedule. Ensure staff is knowledgeable about City policies and procedures as well as state and local laws, regulations, and requirements.
Set work priorities and standards for staff including scheduling and tracking repair and maintenance programs.
Responsible for staff development and training in relation to the duties and responsibilities of the division over which the position supervises.
Assists in the preparation of the annual operations and maintenance and Capital Improvement Program budgets complete with sufficient support information regarding division performance indicators.
Responsible for administering the division operations and maintenance and Capital Improvement Program budgets in compliance with City's policies and procedures.
Manage the Division's service contracts to ensure contract compliance. Review and approve invoices and service contracts pertaining to division activities.
Assist with planning CIP's for infrastructure rehabilitation and developing related CIP's from project development and planning through construction.
Manage and monitor assigned projects.  Tasks include:
Oversee the Design of the Project
Monitor and Report on the status of Project Schedule, Funding and Payments
Coordinate the Review of Plans, Specifications, and Estimates for Compliance with City Standards and Ordinances
Responsible for Construction Administration, Management and Inspection.
Provide exemplary customer service to all individuals by demonstrating a willingness to be attentive, understanding, responsive, fair, courteous and respectful, and to actively participate in maintaining a positive customer service environment.

Minimum Qualifications:
Formal Education:
High School graduate, GED or equivalent.
Bachelor's Degree in Architecture, Engineering, Construction Management or related discipline from an accredited school or university is preferred.
Experience:
Three to five years of experience in public works, private sector construction and/or civil engineering environment.
Proven capabilities to manage large projects in conjunction with a minimum of two (2) years supervisory experience.

Duties:
Prepare, procure and administer service contracts necessary to augment work or tasks associated with land acquisition, including the hiring of real estate consultants, surveyors, appraisals, abstractors etc.
Consult with property owners and conduct direct negotiations concerning the securing of deeds, easements, permits, options, agreements, leases and outright purchase of property for city projects or by eminent domain.
Create, maintain, track and administer various standard agreements necessary to transfer real property or secure easements, gain temporary rights-of-entry to properties, purchase rights-of-way, fee title property etc., and forward said documents for signatures by executors.
Review and assess contracted appraisals of real estate.
Prepare market analysis associated with relocating property owners, renters, leasees, etc.
Prepare reports regarding negotiations with the Legal Department by verifying titles and records of deeds. Prepares easements and permits in preparation for direct negotiations.
Investigate and report on claims and complaints during construction work and, as needed, negotiate settlement of damage claims.
Consult and assist technical personnel in preparation of project right-of-way plats and construction plans.
Maintain records of all City property transactions, including recorded easements and fee title property.

Minimum Qualifications:
Formal Education:
Bachelor's Degree - related coursework in Civil Engineering, Economics, Business & Public Administration, Real Estate or Contract and Real Property Law is required.
Relatable Work Experience:
Minimum of four years of work experience in the acquisition of real property, including conducting related negotiations (e.g. securing of deeds, easements, permits, options, agreements, leases, purchases, etc.) Ten or more years of closely related experience may substitute for a portion of the education requirement
Demonstrated skill in negotiating with property owners to achieve desired acquisition.

Training (License and/or Certification):
Texas Class C Driver License.
Real Estate License in the State of Texas (preferred).
