1. DIRECTOR, HR

Duties and Responsibilities: 

Responsible in develop and implement overall HR plans and strategies that contribute to the efficiency and effectiveness of the PEC Group’s business in APAC region
Lead the HR team to ensure the employment practices and procedures are align across the APAC  region
Design, development and implement programmes and strategies to support the business needs.
Partner and communicate regularly with the business partners and leaders to ensure alignment and consistency
Perform as a strategic business advisor to the executive / senior management of each business unit
Oversee HR functions such as talent acquisition & retention, career development, succession planning, compensation & benefit
Develop organization strategies by analyze and identify human resource issues
Develop a strategic performance and reward system to achieve competitive advantage and sustainability in the industry
Always keep abreast of current APAC employment practices & laws to ensure statutory compliance with relevant country legislation

Requirements: 

Bachelor’s Degree in HR /Business Administration or equivalent
15 years’ experience in leading HR teams and working at execution level in APAC region
Ability to design, initiate and drive HR solutions along with strategic perspectives
Experience in develop and manage compensation strategy that helps business to achieve competitive advantage
Strong leadership and influencing skills with proven track record in HR business partnering capacity
Demonstrate a good mix of strategic and operational experience in similar industry
Knowledge in APAC region regulations

2. OFFICER, PROJECT CONTROL

Duties and Responsibilities: 

Executes, actualizes and maintain the field/project control infrastructural functions supporting field operations
Ensure & maintain adequate data update/transaction between site and HQ
Comprehend the contractual principle of the site/project and administrate the documentation of procedures, construction drawing, billing and invoicing
Ensure, monitor and maintain site billing and invoicing comprehensive process flow/procedure for client and Subcon/Aps
Ensure and monitor accurate & timely financial transactions to client and Subcon/APs
Monitor and resolve payment issues on weekly basis with client and Subcon/APs
Prepare, present and review monthly site financial reports to site management team.
Perform additional specific financial analysis and reports in the area of productivity, expenditure, profit & loss
Requirements: 

Diploma/Degree in Business Administration/Accounting or its equivalent
1 - 2 years working experience in process industries preferred.
Experience in planning, estimation, billing & contractual matters
Proactive and able to make forecast/look ahead beyond own scope of work
Good interpersonal skill and positive mind set

3. SUPERVISOR, MACHINERY

Duties and Responsibilities: 

• To ensure machinery team assigned to him complete various
   machinery maintenance tasks or project work in the workshop or
   field.
• Coaching of subordinates.
• Supervise and perform maintenance on process industry machinery
   such as:
 - Centrifugal Pumps and Compressors
 - Reciprocating Pumps and Compressors
 - Gearboxes, Cyclo Clutch, Mixers, Blowers, Cooling Tower Fans
      and Turbines.
• Plan and execute work according to schedule.
• Prepare and maintain maintenance task reports.
• Adhere to safety standard required by the company.
• Perform any other duties as required by the immediate superior.
Requirements: 

• Diploma in Mechanical Engineering, Servicing, Maintenance or
   equivalent from a recognized institution.
• Knowledgeable on workshop skills, measuring instruments,
   mechanical seals, O-ring and gasket seals.
• Minimum 12 years experience in a petrochemical or refinery facility
   and 6 years in a similar capacity.
• Must be willing to travel & work abroad

4. HELPER/CLEANER

Duties and Responsibilities: 

• Housekeeping with hotel’s experience will be an advantage
• Maintain cleanliness of premises which includes offices and restrooms
• Responsible for inventory and maintenance cleanliness
• Prepare refreshment for customers
Requirements: 

• Minimum 1 year of relevant experience
• Possess positive attitude

5. PROGRAMMER, IT

Duties and Responsibilities: 

Develop and enhance business application to meet user    requirements
Conduct training on business application as and when required.
Assists users on information required.
Document new and existing system and specifications.
Assist in developing test plan and perform testing.
Perform any other duties as directed by immediate superior.
Requirements: 

Diploma and above.
Knowledge of programming and software development life cycle.
Knowledge of Visual Studio, FileMaker, MS-SQL, SharePoint and Microsoft Office

6. PERSONAL DRIVER

Duties and Responsibilities: 

Chauffeur Director to and from Company, meetings and 
other venues
Chauffeur his family members or guests as and when 
required
Run errands and ad-hoc duties as and when required
Maintain cleanliness and top condition of vehicle at all times

Requirements: 

Must possess a valid class 3 driving license
Must have at least 5 years of experiences as a personal 
driver
Must have experience driving luxury cars and familiar with 
Singapore roads
Possess a safe and clean driving record and practice safe 
driving habits
Able to converse in English
Able to keep company and Director’s personal matters in 
confidence at all times
Able to work overtime and on weekends when necessary

7. MATERIAL COORDINATOR

Duties and Responsibilities: 

To check materials for damage, etc before endorsing on receipt.
To ensure materials are issued in accordance with specifications stated on isometric drawings.
To monitor subcontractors’ handling and utilization of materials.
To submit Material Request & Issue Slip (MRI) to client’s Field Discipline Engineer for signature.
To submit to Client’s Material Controller for checking and preparation.
To ensure materials indicated in material list for each isometric drawing are adequate for construction.
To prepare material requirements forecast and advise PEC Management.
To ensure all materials required by isometric drawings are keyed into the ELS.
To keep proper documentation of all material requisitions.
To submit report for materials requested, received and outstanding (if any) to Systems Department.
To ensure materials requisitions are raised in a timely manner.
To plan, monitor and document all sales of scrap metals.
To obtain competitive quotes for materials to be purchased.
To ensure that every purchase is made only when the Site Manager has approved the purchase order.
To ensure that all incoming and outgoing materials are properly verified against the necessary document like delivery orders, etc.
To document all signed delivery orders.
To control and verify all materials taken out.
To carry out frequent and regular check to ensure that material wastage is minimized and material pilferage is prevented at all times.
To plan and monitor the movement of raw and fabrication materials.
To carry out any other duties as and when required by the immediate superior or higher management.
Requirements: 

Minimum G.C.E ‘N’ or ‘O’ level or its equivalent
One (1) to Three (3) years’ related experience directly related to duties and responsibilities specified in the Petrochemical Plant, Oil Refinery, Pharmaceutical Industry or its equivalent
Possess certificate in Storekeeping or Inventory Management
Possess Forklift Operating License
Knowledge of supplies, equipment, and/or service ordering and inventory control.
Ability to organise and prepare routing administrative paperwork.
Ability to receive, stock, deliver goods and reconcile stock counts to report data.
Ability to analyze and solve problems

8. PLANNER/ENGINEER/SNR ENGINEER, PROJECT

Duties and Responsibilities: 

To assist the senior project engineer/project manager in  mapping out projects construction detailed work   plans, activities and tasks from preparation till completion to fulfil all the requirements as specified in the contract to meet and achieve a safe, timely and within budget
Prepare project specifications, special engineering instructions, and coordination procedures
Field verification and update of project management report, not limit to work progress, MOC, variation order, material status, schedule, man power status, etc.
Liaise with In-house team, inter-department leader, client and vendor upon all coordination needs
Requirements: 

Degree in Mechanical/Chemical/Electrical/Civil  Engineering or equivalent
Minimum 3 years of relevant experience in a petrochemical  or refinery industry
Effective team player with good communication skills
Good technical competence, organizing and coordination skills
Service orientated and able to work within tight deadlines
Knowledge and application of planning tools such as Primavera P6/P3, MS-Project
Must be willing to travel/ work abroad

9. ASST HSSE/ HSSE/ SNR HSSE, COORDINATOR

Duties and Responsibilities: 

Canada Immigration and Visa Jobs

Conduct daily safety tool-box and occasionally safety talks when required
Conduct safety related training courses
Enforce HSSE actions to ensure HSSE objectives and targets are achieved
Understand the requirements of Factories Act as well as client’s HSSE rules and  practices
Conduct accident or near miss investigation, prepare reports and implement measures  to prevent future recurrence
Identify hazardous situations and implement necessary programs
Prepare monthly reports for HSSE
Requirements: 

GCE “O” level qualification
Possess Certificate in Safety Coordinator Training Course,  or Advanced Certificate in WSH and OPICS Certificate
Possess WSQ Advanced Certificate in Training and Assessment (ACTA)
Minimum 2 years of relevant experience in the same capacity, preferably in similar or related industries

10. ASSISTANT OFFICERS/OFFICER, ADMIN

Duties and Responsibilities: 

Ensure proper timekeeping of all employees
Provide administrative and other logistics support to office / site operations
Coordination for transportation of workers through and from the work site.
Coordinate with subcontractor and various department to ensure employees attend the relevant training courses and possess valid passes
Prepare purchase order or work order for the work site
Upkeep and maintain records of all employees in his designated site
Carry out any other duties as and when required by the  immediate superior or higher management.
Requirements: 

 NITEC / Diploma in Business Administration / Accounting or equivalent
Meticulous, independent and well-organized individual
Motivated individual and possesses good planning and follow-up skills

11. ASSISTANT OFFICER, FINANCE

Duties and Responsibilities: 

Matching high volume of purchase and delivery documents  to invoices
Accurate data entry
Reconciliation of payments
Prepare analysis of accounts
Monitor accounts to ensure payments are up to date
Resolve invoice discrepancies
Requirements: 

GCE ‘O’ Level/Diploma in Accounting
Preferably with at least 1 years relevant experience in accounts

12. DRIVERS / HEAVY VEHICLE DRIVERS

Duties and Responsibilities: 

 operate Prime Mover/Trailer and Lorry Crane
 Perform routine vehicle Preventive Maintenance Inspection (PMI) and report problems as detected
Follow specified instructions, procedures, and standards for the efficient and safe operation of the vehicle, and for the care and safety of delivered goods
Observe and conform to Company’s safety regulations and LTA traffic laws
Requirements: 

 Possess Class 3 / 4 / 5 driving license
 2 years relevant experience
Possess a safe and clean driving record and practice safe driving habits
Ability to communicate and coordinate well with strong Safety awareness in work

13. MECHANIC, WORKHOP

Duties and Responsibilities: 

Responsible to assist the Senior Mechanic, Workshop for the maintenance and repair support of mobile and mechanical equipment in conformance to safety guidelines. This includes heavy duty vehicle, light vehicle, generator, air compressor, engine drive welding machine and various pumps
Ensure all staffs have a firm, clear understanding of their tasks, and work in a tidy and safe manner conforming to work procedures, handling methods and techniques as well as HSSE guidelines
Perform all assigned jobs with good quality and workmanship
Ensure proper housekeeping at all times including proper packing and disposal of used oils and end-of-life of filter and parts in conformance with stated guidelines
Regularly assess the hand tools of all personnel and work environment to ensure cleanliness and tidiness during and after every job is done in conformance with safe work practices
Assist the Senior Mechanic to maintain and compute the appropriate reports in a timely manner
Carry out any other duties as and when assigned by the immediate Supervisor or higher management
Requirements: 

NITEC in Automotive Technology or equivalent
3 to 5 years’ relevant experience in Mechanical field in related industry
Ability to plan, organize and work independently
Good communication skill 

14. ASSISTANT OFFICER/OFFICER, HR

Duties and Responsibilities: 

Provide support in full spectrum of HR functions including performance review, recruitment, compensation & benefits to meet the needs of company’s businesses
Execute employees’ performance review and employment contract renewal
Plan and executive recruitment and overseas deployment programs and processes
Process work pass application and renewal
Timely update and maintain employees’ records in HR Information System
Advise line managers or staffs on general HR matters
Perform ad-hoc duties as assigned.

15. ENGINEER, MECHANICAL

Duties and Responsibilities: 

Responsible for the basic engineering/FEED, EPC and bid projects
Prepare equipment list, specification, data sheet and requisition for rotating, mechanical packaged equipment and HVAC (i.e. centrifugal and PD pumps, truck/rail/marine loading arm, all kinds of cranes, marine gangway, air compressor/nitrogen/hot oil package, oily water treatment package, BOG compressor, cryogenic pump and equipment for LPG industries)
Prepare bill of material for cost estimation of bid project
Technical bid evaluation, clarification and bid comparison of  vendor proposal
 Review and check drawings, designs, materials and equipment from vendor for conformity with project specifications
 Plan, organise and coordinate the work in an efficient manner, prepare information drawing for interface design work whenever is necessary
 Able to liaise effectively with vendor and inter-departments to resolve problems and expedite progress
Provide support for maintenance work
Requirements: 

Bachelor Degree in Mechanical Engineering
Min. 1 to 2 years engineering knowledge in mechanical disciplines in Oil & Gas and Petrochemical industries
Experienced in LPG/LNG industries will be an added advantage
 Experienced in equipment engineering specifications and standards
Familiar with industrial standards and local codes
Strong communication skills and the ability to stay organised and multi-task
Proficient in using Autocad
Able to work under pressure with minimum supervision

16. EXECUTIVE, HR

Duties and Responsibilities: 

Responsible in execute and administer all insurance related matters
Ensure timely renewal of company’s group insurance policies
Upkeep and maintain all insurance policies, claims and medical records as per company’s and statutory requirement
Liaise with various parties on all insurance and legal matters
Attend to queries on medical verifications
Timely arrangement of medical examination as per company or statutory requirement
Ensure timely submission of insurance claim documents to insurer
Advise line managers or staffs on insurance matters
Prepare monthly insurance claim and payment status
Provide administrative support in compensation & benefits
Perform ad-hoc duties as assigned

Certificate in General Insurance or its equivalents

Patrol the premises to prevent and detect signs of intrusion
Maintain security of premises by monitoring and authorize entrance/ departure of any personnel
Warn persons of rule infractions or violations
Write reports of daily activities and irregularities
Carry out any other duties as and when assigned by immediate supervisor/ higher management
Requirements: 

Secondary education or equivalent
Min. 1 year of security experience (possess with SIRD  license)
Willing to perform 12 hour shifts, including night shift
Candidates with NSRS/ WSQ certificates will be considered favorably
Service oriented and positive working attitude

18. ENGINEER, PROCESS

Duties and Responsibilities: 

Prepare P & ID for Product system, Utility system, Fire Fighting System, Oily water system etc
Prepare the pump hydraulic calculation, surge analysis and design basis documents
Participate in Hazop study, follow up on the Hazop action list etc
Requirements: 

Degree in Chemical Engineering or equivalent
Able to use Auto Cad software
Familiar with NFPA code, API code etc
Passionate in process design work
Strong communication skill
Service orientated and able to work within tight deadlines
Willing to travel
