Monthly Salary Range: $9,328 - $12,504 DOQ
job summary
Under administrative direction, plans, and oversees the engineering functions within the Public Works Department,
including Capital Improvement Program (CIP) planning, construction, permitting, and land development services;
traffic and transportation engineering programs; field inspections; coordinates assigned activities with other City
departments and outside agencies; provides highly complex and technical support to the Director of Public Works.

Recommends and administers policies and procedures; Assesses and monitors workload and internal reporting
relationships; Oversees the development of consultant requests for proposals for professional and/or construction
services and the advertising and bid processes; Evaluates proposals and recommends project award; Ensures
contractor compliance with City specifications and time and budget estimates; Reviews and approves all grading plans
and permits; Prepares plans and specifications for capital improvement projects; reviews tract and parcel maps, lot line
adjustments, and legal reviews; Reviews controversial encroachment permits; Coordinates plan check review of
private developments within the City’s public right-of-way; Provides support to sewer assessment districts;
Coordinates and oversees the preparation of service requests for street maintenance activities; Provides staff support
to commissions, committees, and task forces, as necessary; Receives, investigates, and responds to problems and
complaints from citizens in a professional manner; May act as Director of Public Works in his/her absence; and
performs other duties as assigned.

Knowledge of: Administrative principles and practices, including goal setting, program development, implementation,
evaluation, project management, budget development and administration; Principles and practices of employee
supervision; Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to
assigned area of responsibility; Principles and practices of civil engineering as applied to the planning, design, cost
estimating, construction, installation, and inspection of a wide variety of municipal infrastructure and facilities;
Contract management practices in a public agency setting.

Ability to: Recommend and implement goals, objectives, and practices for providing effective and efficient services;
Administer complex, technical, and sensitive engineering, development, and related programs in an independent and

agenda reports, specifications, correspondence, policies, procedures, and other written materials; Effectively represent
the department and the City in meetings with governmental agencies, community groups, and various businesses,
professional, and regulatory organizations and in meetings with individuals; Operate modern office equipment and

Education, Experience, Licenses and Certifications: Any combination of training and experience that would provide
the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to graduation from an accredited four-year college or university with major coursework in civil engineering
or a related field and five (5) years of increasingly responsible civil engineering and/or public works experience,
including two (2) years of supervisory experience. Must possess or have the ability to obtain a valid California Driver’s
License by time of appointment; must possess and maintain a valid registration as a Professional Civil Engineer with
the State of California.

Physical Demands: Must possess mobility to work in a standard office setting and use standard office equipment to
inspect City development sites, traversing uneven terrain, climbing ladders, stairs, and other temporary or construction
access points, to operate a motor vehicle, and to visit various City and meeting sites; vision to read printed materials
and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone.
This is primarily a sedentary office classification although standing in work areas and walking between work areas may
be required. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25
pounds.

Cafeteria Section 125 Plan: A generous Section 125 Cafeteria Plan has been established for employees. Currently, the
monthly City-paid benefit is $1,050, which is available on the first of the month following hire date. It may be used to
purchase health insurance (under the CalPERS Health Insurance program), dental insurance (Delta), vision insurance
(VSP), Cancer Insurance, and/or Accident Insurance. Alternatively, the employee may elect to take up to $900 in
deferred compensation (as permitted by law) and/or cash. Optional participation in the Flexible Spending Accounts
including the Health Flexible Spending Account, Dependent Day Care and Premium Only Plans programs are also
available.

Retirement: New or “PEPRA” members to the California Public Employees Retirement System (CalPERS) will receive
the 2%@62 benefit formula with highest three-year compensation. Such new members will contribute 6.25% of their
pay towards the cost of this retirement program. “Classic” members of CalPERS will be enrolled in the 2%@55 benefit
formula with single highest year compensation. For these employees, the employee contribution to CalPERS is 7%.
The City does not participate in the Social Security system for employees covered by CalPERS.
Retiree Health Insurance: The City provides a scaled longevity stipend for health insurance for employees retiring
from the City as follows: 0-5 yrs. of service – 25%; 5-10 yrs. Service – 50%; 10-15 yrs. service – 75%; 15+ yrs. service
100%.
Life Insurance: City-paid group term life insurance with coverage in the amount of $100,000. Employee-paid
additional coverage for employee and and/or eligible dependent(s) are available paid through payroll deduction.
Long and/or Short-Term Disability Insurance: Available to all CalPERS employees and paid by the employee through
payroll deduction (Post-tax).

Deferred Compensation: Deferred compensation is available for employee contribution; the City will include a $750
annual contribution to the deferred compensation accounts of permanent full-time employees, who have successfully
passed their probationary period.
Leave: Holidays - 13 paid holidays per year; Vacation: 1-5 years of service – 80 hours per year; 5-10 years of service –
120 hours per year; 10+ years of service – 160 hours per year. Sick Leave – 96 hours per year. Administrative Leave -
100 hours per year. In addition, once each fiscal year, full-time employees may “cash-out” up to 60 hours of
accumulated vacation and/or administrative leave for full-time employees.

Wellness Benefit: A generous wellness benefit is available to permanent employees, including the option of health
club membership, fitness equipment reimbursement or other personalized programs partially reimbursed.
Work Schedule: Most City employees work a 9/80 schedule: Monday – Thursday, 7:00am – 5:00pm and every other
Friday, 8:00am to 5:00pm, with the following Friday off.
