In January 3, 2019 - Vancouver, British Columbia - Pre-arrival settlement services are a key component of Canada's immigration program. They provide newcomers, including refugees, with settlement information and support to help them make informed decisions about their new life in Canada before they arrive. To help deliver these important services, Immigration, Refugees and Citizenship Canada (IRCC) will provide $ 22.4 million in funding to S.U.C.C.E.S.S.

SUCCESS is one of 4 service providers who will provide referral, referral and national level pre-arrival information to clients in the economic class and family class. The organization will provide online services and in-person services abroad, including comprehensive services and specialized support for specific client groups and immigration categories (such as youth and LGBTQ2S + people). S.U.C.C.E.S.S. was also chosen to provide general employment online services, including information on skills development and the workplace in Canada.

The funding announced today is part of the renewed pre-IRCC services program, which will maximize the economic and social integration of newcomers:

  • providing clients with direct access to the information and services they require through a streamlined and user-friendly process.

  • providing pre-arrival services in French as part of a collaborative partnership model.


  • providing general or region-specific or occupation-specific employment services to increase employment opportunities.


  • encouraging newcomers to apply for licensure prior to arrival, as required.


  • by referring clients to federal and provincial settlement services in Canada.

Quick facts
In May 2018, IRCC launched an Expression of Interest (EOI) process to solicit proposals for pre-arrival settlement services for clients in the Economic and Family Class and Francophone categories. Sixteen experienced service providers with eloquent track records and strong partnerships were chosen to provide virtual and in-person services to newcomers from around the world, including refugees, prior to their arrival in Canada. These pre-arrival settlement services started on January 1, 2019.

Funding for these 16 service providers until 2023 is $ 113 million.

Canada has been funding pre-arrival services since 1998. While these services were initially offered only to refugees, their clientele was expanded in 2001 to include non-refugee immigrants.


In-person services will be offered in China, India and the Philippines, and a pilot project of in-person services in French will be launched in Morocco.
